County Attorney Heather Lewis reported to the Middlesex County Board of Supervisors (MCBS) in November that progress was made at a “kickoff’ meeting with Dominion Energy regarding building a proposed “solar farm” (solar power generating site) to be located on two county-owned properties at Stormont.
Supervisors voted unanimously in September to begin talks with Dominion Energy to install the solar farm. The county is considering having it installed on portions of the old county landfill property and on a portion of the Thacker Farm property across the road from the Virginia Peninsulas Public Service Authority (VPPSA) Stormont Convenience Center.
Dominion Energy has offered to lease the properties from the county for $1,960,254 over 25 years. It was for $36,000 per year for the Thacker property and $25,200 per year/$700 per acre for the landfill property, with an annual 2% escalation.
At the “kickoff” meeting, Lewis said that the meeting focused on introductions, team roles and identifying the paperwork and information needed from both sides.
Supervisors have stated that the board is looking for a way to get back some of the thousands of dollars spent over the years used to finance the closure of the old county landfill. The old landfill is still under a Department of Environmental Quality (DEQ) landfill closure program and the cost of monitoring the impact of the landfill on ground water is ongoing.
