PUBLIC NOTICE
Notice is hereby given that Safe Harbor Stingray Point (VMRC #26-0361) is requesting a permit from the Virginia Marine Resources Commission to hydraulically dredge state-owned submerged bottomlands within Broad Creek of the Rappahannock River adjacent to upland property Safe Harbor Stingray Point in Middlesex County. Maintenance dredging is proposed to occur on an as-necessary basis to maintain a maximum depth of -7.5 feet mean low water within the proposed channel. Dredged spoils will be hydraulically pumped via floating pipe to the applicant’s upland property for de-watering and disposal.

The object of this suit is to enforce the lien of the Complainant, County of Middlesex, Virginia, for delinquent real estate taxes against certain real property located in the County of Middlesex, Virginia, described as follows:

Account No. 4582
All that certain tract or parcel of land situate in Saluda Magisterial District of Middlesex County, Virginia, lying on State Route #629, and containing 2.867 acres as shown on a plat of survey by Brownley Land Surveying, Dalton D. Brownley, Jr., L.S., dated December 2, 2003, which is recorded in the Clerk’s Office of the Circuit Court of Middlesex County, Virginia, in Plat Book 16 at page 280, referenced to same being hereby made for a more accurate and particular description.
And being the same real property conveyed to Marion Denise Brown (also known as Denise Brown), and her father, Bernard James Brown, Sr., as tenants in common, from Denise Brown by Deed of Gift dated July 25, 2008, and recorded August 7, 2008 in the Circuit Court Clerk’s Office of Middlesex County, Virginia, as Instrument Number 080001985.
This description is made subject to all easements, conditions, agreements, restrictions, and reservations of record which affect the property herein described including but not limited to those recorded in Deed Book 87, Page 146, Deed Book 87, Page 303, Deed Book 115, Page 560, Instrument Number 08-369, and Plat Book 16, Page 280.
IT APPEARING that an Affidavit has been made and filed stating that due diligence has been used, without effect, to ascertain the identity and location of certain parties to be served, that the last known addresses for the Respondents herein are as follows: Bernard Brown, Sr., whose last known address is unknown; and that any officers, heirs, devisees, and successors in title of the Respondent named herein are made parties Respondent to this action individually and/or by the general description of Parties Unknown, it is hereby
ORDERED that the parties herein and all Parties Unknown and/or whose location cannot be ascertained appear on or before September 4, 2026 in the Clerk’s Office of the Circuit Court of the County of Middlesex, Virginia, and do what may be necessary to protect their interests in this cause.
