A lawsuit alleges that more archaeological studies need to be done at the proposed “Rosegill Village” development on the outskirts of Urbanna; and that there have been procedural errors regarding the site plan, which is currently under review by Middlesex County.
The legal petition also claims the site plan violates three of the 23 proffers the developer made when the land was rezoned for housing in 2006. This petition does not challenge the rezoning that occurred in 2006.
An attorney for David E. Cottrell and Christy B. Cottrell of Richmond and the Urbanna Harbour subdivision just south of Urbanna, filed the lengthy petition in Middlesex Circuit Court on July 24, 2026.
