White Stone man charged Friday with three felonies, being held without bond
Jesse Foster of Lancaster County has been charged with three felonies related to a crash on the Norris bridge that killed two on July 13.
According to Sgt. Shehan, Foster was arrested on Friday, Sept. 19, and is incarcerated at the Lancaster County Correctional Center without bond. He is being held on three felony charges.
According to Lancaster Circuit Court records, Foster is facing one charge of “aggravated” involuntary manslaughter, under Code section B.18.2-36.1, in relation to the death of Ernesto Santiago, who was driving a Ford Focus that was struck head-on by Foster’s car, according to earlier state police communications. Santiago, 53, of Hampton, died at the scene. A conviction is punishable “by a term of imprisonment of not less than one nor more than 20 years, one year of which shall be a mandatory minimum term of imprisonment,” states the Code of Virginia.
Foster is also charged with “reckless” involuntary DUI manslaughter in the death of the passenger in his car, Crystal Michelle Lyles, 42, of White Stone. She died at the scene.
Foster faces a third felony for reckless driving resulting in death, indicate court records. Sgt. Shehan added that this alleged offense occurred while his license was suspended.
He also is charged with a misdemeanor of a second offense within five years, according to court records.
Foster, who reportedly lives in White Stone, is scheduled to appear in Lancaster Circuit Court on Friday, Sept. 26, 2025, at 9 a.m.
