Urbanna approves apts. in commercial district without special permit

The Urbanna Town Council approved a zoning amendment to allow a limited number of apartment or condominium residences in the B-1 (commercial) district without a special use permit. The amendment would allow up to six residences per lot.

At the council’s May 25 regular meeting Urbanna Zoning Administrator Roy
Kime explained that under current zoning no new individual residential apartments or condominiums are allowed to be constructed in the B-1 zone, unless the town council approves a special use permit, and only then if the apartments or condominiums are associated with a permitted use in the business district on the same lot.

Hearings

Council’s action followed a joint public hearing by the Urbanna Planning Commission and the town council on the proposed amendment.

Billy Mayo spoke against it. “I don’t think we need any more condos in town,” said Mayo, who added businesses were needed.

John Anzivino’s letter in support of the amendment was read into the record. He said housing in the business district fits the town and it’s a current land use trend.

The planning commission voted 3-1-1 to recommend the town council approve the amendment. But there were concerns voiced about the change…
