Capital Improvement Plan approved; sewer top priority

Sewer remains the first priority in the Middlesex County Capital Improvement Plan (CIP) for years 2020-24. The CIP was approved by the Middlesex Board of Supervisors on February 4.

The board’s action followed a public hearing.

Middlesex is partnering with Hampton Roads Sanitation District (HRSD) which will build 30 miles of “forced main” sewer lines along Route 33 from Saluda and Urbanna and Deltaville. A line is also proposed for Route 3 to Topping.   

However, HRSD will not pay for Middlesex wastewater collection systems—the county taxpayers will. The CIP estimates the cost to Middlesex for sewer collection systems at $14 million—much lower than the $55 million estimate in another engineering report that was completed in August, 2019 for HRSD.

During the CIP public hearing, Russ Perkinson of Topping told the board “sewer does not look very cost effective.”
