Without a treasurer, Urbanna in violation of state code, town charter

Urbanna has been operating without a town treasurer since March 25, 2013, and town resident Janet Smith raised a “point of order” near the end of the Urbanna Town Council meeting on Monday, June 16, 2014, that the state code and town charter require the town to have a treasurer.

In response to Smith’s comment on Monday night, Urbanna Mayor Don Richwine said he has been the “acting treasurer.”

However, Smith contended that under the state code an elected official cannot serve as treasurer.

Richwine then asked town council attorney Andy Bury why he had not “recommended that council appoint one.”

Bury replied, “Mr. Mayor, I’ve been recommending for years . . . years . . . that the town council appoint a treasurer.”
